Why pixels, not characters

Sixty narrow characters can fit where fifty wide ones cannot, so character counts give false confidence. This measures the rendered width of your actual text. Treat the limits as a guide rather than a rule — Google rewrites a large share of titles anyway, and the best defence against a rewrite is a specific, correctly sized title in the first place.
